Update for KCP&L Missouri Customers

-from KCP&L’s #1 Rebate Procurer – Worldwide Energy

Rebates are ending for Missouri customers.
At Worldwide Energy we have noticed a trend over the last few months – utility rates are climbing in the foreseeable future. February 27, KCP&L filed a 15% rate increase application with Missouri regulators. April 21, KCP&L made a similar rate request (12.9%) for Kansas customers.

Here are a few excerpts from The Kansas City Star’s most recent article on KCP&L’s rate increase requests:

KCP&L seeks 12.9 percent rate increase in Kansas

Average customer would pay $150 more a year for electricity. Utility has similar request pending in Missouri.

KCP&L on Friday asked regulators to raise rates by 12.9 percent for its customers in Kansas.

The request, if approved by the Kansas Corporation Commission, would raise annual revenues by $63.6 million and raise an average residential electric bill by nearly $150 a year.

Jim Zakoura, an Overland Park lawyer who represents large Kansas commercial users of electricity, said the request filed Friday was hard to accept, especially after several rate increases from 2007 to 2011.

“Every effort must be made to manage cost, or large-volume users can’t remain competitive,” he said.

David Springe, head of the Citizens’ Utility Ratepayer Board in Topeka, which represents consumers on utility issues, said electric bills for KCP&L’s Kansas customers had already climbed about 55 percent since 2007.

A residential customer using 1,500 kilowatts a month has seen monthly bills rise from $116.18 in 2007 to $179.66 in 2011, Springe said. The increases include higher electricity rates, and higher fuel costs that the utility has been allowed to pass through to customers.

“This is going to be a hard pill for consumers, and we’re going to take a hard look and try to convince the commission to trim it,” Springe said.

Regulators pre-approved the environmental upgrades, Springe said, so that part of the rate increase will essentially be automatic unless the utility is found to have been imprudent in spending on the upgrades.

I read today in the Kansas City Chamber of Commerce’s Business Intelligence Brief a short story regarding customer service experiences. Here is the story:

Feeling Your Pain

The last 24 hours have been instructive – some lessons on customer service from both the really bad to the really good. As I was trying to leave my home airport I discovered too late that I had entered the wrong gate complex. I fly about three times a week – every week. In all that time I had never entered a different gate complex and force of habit carried me to the usual place. I am through TSA inspection before realizing my error and it is at this point that some delightful TSA guy goes into a tirade about it not being their fault and that I have to check the monitors. It is a rant. At no point did I hint this was their problem, I just wanted to get to the right place. When I finally exit and reenter the other gate the TSA guys wanted to know who stamped my boarding pass – seems that it WAS their fault and he should never have let me in the gate in the first place. Another exciting interaction with the TSA.

Another incident was when a very harried business guy is trying to hustle through the lobby of the Radisson in Rockford, Illinois. He is failing miserably in his attempt to be a multi-tasker as he is juggling his bags, a cell phone and a cup of coffee. You can imagine what happens next. The coffee is now all over his shirt and he exclaims in horror that he is to make a major presentation in less than an hour. The clerk behind the desk leaps behind the door and comes back with clean and pressed white shirt that he keeps there in case he needs a change. The guy now has a new shirt and while he was at the meeting the clerk had the coffee stained shirt cleaned and pressed and ready for him (he was not asked to do this and there was no charge). Was the hotel at fault in any way for this guy’s misfortune? Did it matter? The goal was to take care of the customer – period.

I couldn’t help but be concerned about the care and attention we give our clients here at Worldwide Energy. Throughout our process we aim to provide our clients with impeccable, turnkey service.

Call us and experience for yourself the difference in service at Worldwide Energy – 913-310-0705

With T8 and T5 technology becoming the new standard, rebates will be ending soon. Below is an excerpt from Elizabeth Smith with CleanTechnica online resource:

Currently, the federal government uses financial incentives as a motivating factor for commercial lighting retrofits. Since T12 lamps will no longer be available, business consumers will have no choice but to utilize newer T8 and T5 lamps, meaning the government will no longer be offering rebates. So, if your company has been dragging its heels on a lighting retrofit, you may want to consider performing one now, before the rebates disappear.

Below is an article from lighting expert, Danielle Stewart, that explains the benefits of upgrading lighting technology and offers some of the rewards to taking advantage sooner than later:

If you think upgrading your facility’s lighting is too expensive, think about the benefits, which far outweigh the initial costs. Replacing a T12 system with a T8 or T5 system provides energy and cost savings. For instance, by switching to T8 lamps, you can reduce energy use by 33% and save $12 per fixture per year. If you have 1,000 fixtures, that adds up to $12,000 a year in savings.

Also, T8 and T5 lamps outlive T12 lamps. Though a T12 lamp lasts for 28,800 hours, a T8 lamp can last for 36,000 hours and a T5 for 52,000. After upgrading to a T8 or T5 system you will be paid back in energy savings between one and three years!

Time is running out to replace your T12 system with a more energy-efficient system. If you get on it now you will still be able to take advantage take advantage of those government incentives before they expire. If you’re going to have to switch soon regardless, better to switch and get some cash back while you still can.

When there is insufficient air movement, the hot air will rise to the ceiling, resulting in warmer temperatures there and cooler air temperatures at the working level near the floor. If stratification is present, the heating requirements of the facility are increased because the heating system is continually working to maintain the temperature at the occupant/thermostat level. Destratification pushes the air from the ceiling level down to the floor level, warming the cooler air at the working level, allowing you to turn the thermostat and reduce energy usage.

The difference in temperature between the floor and ceiling can be significant: 0.5F to 1F per foot, or more above 5 feet. For example, during the heating season, a space with a 30’ ceiling could have a temperature differential between the floor and ceiling of 12.5F to 25F, depending on variables such as outside temperature and building insulation.

February 22, 2012 The Kansas City Star released information regarding KCP&L’s decision to cut the energy-efficiency rebate program. Over 270,000 customers in the Kansas City area will lose the benefit of the company’s energy conservation program.

What does this mean for you as a business in the KCP&L covered area?
It means that in approximately 8 weeks you will no longer have access to the KCP&L rebate program started to benefit local businesses making energy-efficient improvements (Note: The rebate program is still in effect – an end date has not been established). It also means that if approved, businesses as well as residential consumers will see rate increases become effective in the coming months.

What can you do to capitalize on the existing rebate program?
As mentioned, the rebate program is still in existence, but won’t be much longer. If your business wants to take advantage of the rebate program you will need to work quickly over the coming weeks. Worldwide Energy is certified in the KCP&L Energy Efficiency Rebate Program as well as accredited through the Better Business Bureau as a reputable source for improving your energy savings.

Why move in an energy efficient direction?
Surely we don’t have to convince you of the impact energy efficiency can have on your success. Over the last several years Worldwide Energy has been able to save clients thousands of dollars on energy costs. You can save money on energy costs and instead out it toward profit-generating endeavors!
(Another note on energy efficiency – over the course of the next few years (2012-2014 to be exact), older, high-emitting lighting technology will no longer be available. This means that if your organization is currently using T12 lamps and magnetic ballasts, replacements will no longer be available and you will be forced to upgrade to energy efficient lighting. In these scenarios, it is not a matter of if you will upgrade to energy-efficient lighting, it is a matter of when.)

Where do I go from here?
There are two options on the table:

First Option: You let us help you! Our goal at Worldwide Energy is to offer products and services that will save your organization money over the course of a few months to a few years. We have certified staff and use only the best installation crews to offer you a turnkey solution to providing you savings through energy efficient lighting, HVAC, building envelope systems, solar energy and natural gas improvements. In addition to being KCP&L’s leading procurer of rebates, we also offer our expertise in the area of filing for EPAct tax incentives and bonus depreciation benefits. We aren’t pushy salespeople, rather we are tour guides to your future energy savings.

Second Option: You wait a few months and experience the full magnitude of rate increases and scarcity and imminent extinction of old T12 lighting technology.
Regardless of which option you choose, we are here to help you through your energy transition.

Call our office today -913-310-0705- to arrange a complimentary facilities audit with an energy saving expert and get on your way to collecting the KCP&L rebate before it is too late.

KCP&L scales back energy conservation incentives

Kansas City withdrawn from proposal designed to encourage efficiency and eventually save on power plant needs.

By STEVE EVERLY

The Kansas City Star

Kansas City Power & Light’s much-heralded proposal to help its customers use less electricity is in disarray, just two months after it was announced.

In December, KCP&L asked state regulators to approve plans that would lock in conservation incentives for its nearly 600,000 Missouri customers. Now the utility is withdrawing the plan for its 270,000 customers in the Kansas City area.

Industrial customers and regulatory staff members also are criticizing the remaining plan for KCP&L’s 309,000 customers in St. Joseph and other areas outside Kansas City.

KCP&L proposed the plan because by helping consumers save energy, it might be able to avoid having to build another large, costly power plant in a few years.

The Midwest hasn’t been hospitable territory for energy efficiency, because of its relatively cheap electricity prices. The Natural Resources Defense Council, which helped KCP&L draw up its plan, hoped the utility would help crack that reputation.

Rebecca Stanfield, a senior energy advocate for the group, called KCP&L’s pullback “an enormous disappointment.”

Under the KCP&L proposal, customers would be encouraged to conserve energy by getting rebates to buy energy-efficient equipment and lighting. Customers would also get rebates to make sure inefficient air-conditioners and refrigerators are disposed properly and not salvaged.

The utility also would tell residential customers what they could do specifically to reduce consumption, and how their electric use compared with that in similarly sized homes.

To pay for the program’s upfront costs, KCP&L was asking regulators to let it raise electricity rates. It also wanted to keep some of the savings, in part to compensate it for lower power sales, and share the rest with ratepayers, so that eventually both KCP&L and its customers would come out ahead.

But KCP&L, in a new filing with the Missouri Public Service Commission, said the conservation plans would have raised rates up to 4 percent, which it could not justify at this time for its Kansas City customers.

Electricity use, held back by the recession, still hasn’t recovered, the utility said, so it has plenty of generating capacity to meet demand for some time. Plummeting natural-gas prices also played a role in the decision, making the utility’s gas-fired electricity plants cheap to operate.

“We have enough capacity to more than meet our load,” said Chuck Caisley, a KCP&L spokesman.

KCP&L could reconsider in a year or two, he said, and again seek approval to bring those customers into the energy conservation program.

The situation is different for KCP&L’s customers in its St. Joseph Light & Power and Missouri Public Service areas, which it acquired over the years when it bought other utilities.

Under state regulations, those territories still operate separately from the rest of KCP&L and have to provide their own power, and they don’t have a surplus. The utility said it still made sense to help them conserve, so KCP&L didn’t have to find as much additional power for them.

But the energy efficiency program for them also appears uncertain, given criticism by state regulatory staffers and others.

One person taking issue with that program is Lewis Mills Jr., the head of the Missouri Office of Public Counsel, the state agency that represents consumers on utility issues. Mills said one problem was how KCP&L was proposing to count energy savings, which would be used to calculate profits and other reimbursements.

KCP&L’s scaled-back plan surprised many, including environmental groups who had hailed the announcement in December as a breakthrough. Stanfield of the Natural Resources Defense Council questioned whether electricity rates actually would have had to climb 4 percent.

Kevin Gunn, the chairman of the Public Service Commission, said whatever happened in the KCP&L case, he believed energy conservation had a future in the state.

“I am a big proponent of energy efficiency,” he said.

Regulators are expected to make a decision on the remaining efficiency program by June.

In the past, utilities have relied on selling more electricity to increase profits, and on building more power plants as demand rose and being able to raise rates to cover their costs. Under that business and regulatory model, utilities didn’t have much incentive to encourage conservation, though KCP&L has had some pilot conservation programs.

But in 2009, state legislators passed the Missouri Energy Efficiency Investment Act, which called for treating investments in curbing consumption in the same way as investments to deliver electricity. It took a couple of years to work out the regulations to put the law into effect, including how to measure energy savings.

KCP&L said it would allocate $20 million a year to the scaled-down program, which would be expected to eventually save the utility much more than that. The rule of thumb is that it costs one-fifth as much to eliminate the need for a kilowatt of electricity as it does to produce that much electricity. So the savings could amount to hundreds of millions of dollars over a few years.

KCP&L has said 60 percent of its eventual cost savings would be passed on to consumers. The rest of the savings would stay with KCP&L, to cover costs for the conservation and efficiency efforts, and offset revenue lost from selling less electricity. The plan also envisioned cutting overall electricity use initially by 0.5 percent a year. If it met the goal, KCP&L would get a performance bonus.

When KCP&L filed its initial plan it was expected to have fairly smooth sailing, since months had been spent hammering out the rules utilities would have to follow.

But the Public Service Commission staff, in the latest filings, said KCP&L in several instances was seeking to not follow those rules. One example, the staff said, was using projected energy savings, instead of actual savings, in calculating the financial benefits.

Caisley, the KCP&L spokesman, defended that part of the plan, saying the projections came from five years of pilot programs.

Large industrial users also objected to KCP&L’s new filing. Part of the agreement has been that businesses that already have substantial investments in conservation measures could opt out of paying the higher initial electricity rates. And another new program would pay them extra if they allowed their power to be interrupted on days of peak demand.

But the large users now say that KCP&L wants to bar users from the power-interruption payments if they have opted out of paying the higher rates.

“Everyone is in favor of energy efficiency, but the question is how to do it effectively,” said Stu Conrad, an attorney who represents some of the industrial users.

Caisley also defended that part of the proposal, saying industrial users would still get lower electric rates if they allowed their power to be interrupted. He noted the program that would instead give payments to large customers was a new initiative, and that the utility thought it would be unfair to let customers into that program if they had opted out of the overall conservation program and its rates.
